　　Zhan Guohai, chairman of the board of directors, issued a mobilization order for the start of the year of the tiger to all Xinhai people, requiring the group to ensure safe and stable production, strive to promote project construction and the whole process, continue to strengthen the construction of corporate culture, and take practical actions to meet the victory of the 20th National Congress of the Communist Party of China.
　　The chairman put forward three ardent requirements in combination with the actual situation of the enterprise:

　　Actively promote the progress of the project, firmly grasp the project quality and safety, and assign responsibilities to people in different areas. The leaders in charge should play an exemplary and leading role, think more and pressurize more; The on-site management shall embody the rule of "flat, tidy and orderly stacking"; The material management should be careful and prudent, so as to achieve diligence and thrift, no waste and no blindness; While ensuring the quality of the project, we should speed up the progress of the project and deal with special matters in advance without making mistakes; Make clear rewards and penalties, adhere to the concept of "service + management" for the construction team, serve the work well and strengthen management.

　　Leaders in charge and department directors shall make plans and arrangements in advance, and increase and reduce staff in each workshop; Position the top leaders of each workshop; Strengthen the on-site training and assessment system, implement and deploy again, form the perennial training into a normal, take out the schedule, and implement the results and test the results, so as to realize the salary. Strengthen the accountability system, one vote veto system and demotion and dismissal system in all workshops, and firmly grasp the fist of safety production. In production, we should do a good job in the assessment system of energy conservation and consumption reduction, advocate the concept of "diligence, thrift and shameful waste", and carefully control and operate safely.

　　All workshop leaders and main principals should deeply understand the living conditions and family conditions of each Xinhai employee, take responsibility for them, and publicize and do a good job in Xinhai's corporate culture of "morality, integrity, dedication and innovation". We should educate and enlighten employees' thoughts of patriotism, enterprise and family, organize and learn Xinhai's thought of leading enterprise development with Party construction, so that each party member and middle and high-level cadre can play a new role and improve team cohesion.
